MOST SECRET.

1. INFORMATION.

There are, as you know, certain clandestine newspapers in HOLLAND. We sent a messenger to contact these papers, but a series of misfortunes befell him as a result of which there was a danger of the Germans effecting some degree of penetration. A short summary of what happened is attached (see Annex XI). Your briefing on this subject, however, has been more complete. BRUTUS also took with him a document entitled "Orders for the Dutch population"; you must make certain that this is not to be published by the press: should they have already done, so must notify us of the fact and also tell us in which papers it was published.

a) Operation Name.
  
   The name of your operation is DRAUGHTS, and you will be known by the name at the station of your departure. You will
   never use this name when you are in the field.

b) Code Names in the Field.

   Your field name will be HANS; this is the only name you or your operator should use in messages from the field and it is the
   name by which you will be known by other members of the organisation.

The operational code name of your WT-Operator at the departure station will be BEZIQUE, and his name in the field, FRANS.



2. INTENTION.

You will go to HOLLAND for the purpose of making contact with Clandestine Press through channels which are already known to you. When you have established this contact your mission will fall into didtinct and quite separate parts;

a) You will take up the duties of a liaison officer between the underground newspapers and LONDON. You will point out to
    those with whom you are in contact in HOLLAND that you have been appointed to supply whatever help may be needed by
    them that we are in a position to give.

b) The arrange an organisation to receive and distribute propaganda material destined to demoralise the spirit of the German
     troops in HOLLAND. You may point out that this is having very good effect in other occupied countries.


At a later date we may be able to sent you the 'matrices' of a booklet. It will be your duty to find out what arrangements can be made for printing and distribution of this booklet in HOLLAND; you will also ascertain whether or not the Underground Press would be willing to do this. In event of their being agreeable to this proposition, you will advise LONDON and we will complete the plans for sending you the 'matrices' and the necessary funds.

You will explain that the Dutch Government in LONDON is in entire agreement with your mission and with the instructions which you carry.

You will further take steps to have organised a small reception committee te receive such stores as you may request to be sent to you.


Reception Committees
.

A reception committee should be made up of people of whom you have or can obtain full knowledge; members of the Underground Press with whom you are in contact should be consulted about the constitution and formation of this committee, but you must bear in mind the security precautions and recruit personnel so that - should one be arrested - he will not be in a position to give information which will prejudice other people.

When this committee has been formed you will advise us when it is ready to start work, how many containers it can deal with at one time and also send us for approval two, or more, suggested dropping points at which it can operate. The size of the committee will be at your discretion and will depend upon the quantity of material which you wish to receive.

Coordinates.

Normally, you will use maps of The Netherlands, scale 1:50.000. If however, you are unable to produce these maps you may use the ANWB maps in the manner in which you have been trained, also giving the distance and bearings of the two nearest villages, towns or places. In any case always give the series number and scale of the maps which you are using.

You have been instructed in reception work and as to the type of grounds that are suitable. It is necessary to keep some distance away from anti-aircraft defences and also avoid zones which are usually patrolled by German night fighters.



Lighting System.

See Annex
I for instructions as to the lighting system you must use.


Convention to be used by Committee.

You will receive a microphotograph of the conventions you must use. See Annex
II.


Special Orders to the Field.

You will take with you a microprint of "Orders to the Dutch population" Which will be camouflaged. See Annex
III.





3. METHOD.

On the first favourable night in March/April moon period, you and FRANS (your WT-Operator) will be dropped together at a point which will be explained to you prior to your departure.

Immediately upon landing you will bury your parachutes and equipment; the wireless sets will be buried separately and. if possible, in such a place as can easily be recognised so that they can be collected by a third party if necessary. If you wish you may bury your revolver with the WT sets.

Residence.

At your own choice, you will be responsible for installing your WT-Operator in a safe house and later safe houses from which he can transmit.


You alone will then contact the Underground Press. In the meantime you will arrange for your operator to go to another safe address and will keep in touch with you through a system of cut-outs, and it will be well if neither of you knows where the other is living. You must remember that he has not been in HOLLAND for a considerable time; you will therefore give him every assistance in establishing himself and will see that he is taken care of until he is thoroughly acclimatised and confident of being able to live on his own in the country without drawing attention to himself.

You will send us a message who is known to us as soon as possible to report fully on the situation in HOLLAND. Thereafter and at regular intervals, say once a month, you will send back a messenger to us with further information which you may wish to send us. In each case you will tell us the names of the messengers by wireless at the time of despatch. The first messenger only may use the address
IV B in FRANCE for the purpose outlined above, and you yourself may use it in an emergency. The addresses for subsequent messengers would be arranged upon receipt of your request by wireless. It is important to note that before an address is used it would be well to have it checked by us in LONDON.

4. ADMINISTRATION.

You will carry with you the sum of HFl. 50.000 for the requirements of the Paters to which you are sent; this money will be handed out to the different clandestine papers at you discretion and in amounts proportionate to their present actual circulation and probable future needs. You will advise us by wireless to which papers you have issued money together with the individual amounts. You wil have HFl. 5.000 for your own use and your operator will have the same; you will have 50.000 Belgian francs and 25.000 French francs for the use of the messengers whom you will send back to us and/or for your own use should you require it.



Package - Equipment  - Camouflage

a) Your personal baggage will consist of one briefcase.

b) You will be supplied with Hfl. 502,00 in small money for your immediate needs.

c) The remainder of your money, vis Hfl. 54.000 and 25.000 French francs and 50.000 Belgian francs, has been camouflaged
    in a briefcase and a book.

d) Your WT-Operator  will have with him a sum of Hfl. 5.000 camouflaged in a briefcase.

e) Your code (two One-Time-Pads), together with the microphotographs, have been camouflaged in a briefcase.
    The microphotographs consist of:
                                                     (i) Orders for the Dutch population.

                                                     (ii) Code names for reception grounds.

f) All your baggage and material will be packed together with that of your WT-Operator, in one package which will be
   parachuted with you.

Clothing - you will have received these in accordance with your requirements.

Equipment - you will be interviewed as to your requirements for the field and will receive these, plus your parachute
                  equipment, at the station of departure. See Annexe
VI.

Documents - you have been issued with a Dutch Identity Card.

Return to this country - you will be interviewed by a officer with regard to routes and be given all the necessary information 
                                  you may require. see Annexe
VII.





5. COMMUNICATION.

a) In the Field.

    You will use the various methods which you have been taught for communication between yourself and your WT-Operator,
    FRANS: Post boxes, cut-outs, etc. You may arrange with him various danger signals.

b) Wireless.

   Your WT-Operator will be in the possession of his own code and equipment for maintenance  of two-way contact with
   LONDON. You will also take with you two One-Time-Pads, one for your own use and the other as an emergency code.

   You will do all the encoding of your messages and decoding of our messages to you; this must be strictly adhered to for the
   security of all concerned. The WT-Operator will only send messages to us concerning technical matters relating to contacts
   and/or the acknowledgement of messages which we will broadcast by WT.

   As leader of the party you will have the final decision in all matters concerning both of you, but the WT-Operator has the
   right to decide any matters which concern the security of his work.

You will help him to find suitable accommodation and to see that he is safely established.


c)    Messages by WT

       In order to maintain the security of the WT-Operator, it is essential that your messages should be kept as short as
       possible and limited only to important information in connection with your mission, Records of messages exchanged
       should not be kept by you.


d)    Innocent letters

                                (i) Code: You will use the convention which you have been taught. See Annexe
VIII.

                               (ii) Address: You will send your 'Innocent Letter' to an address as per Annexe
VII.

                              (iii) Signatures: You will sign your 'Innocent Letters' HANS; and if we write to you we will sign SIMON.


e)    BBC Messages

       On the first, second and third days and on the two following Sundays, we will broadcast as per Annexe
IX. This will serve
       to prove your Bona Fides.


f)    Messengers

      As an additional means communication you may use the messengers mentioned above (See Intention).


g)   Energency Address

      It is important that we should remain in contact with you and, if possible, you should give us an address before you leave
      for the field. If you are unable to do this you should let us have the address at the first possible moment, by WT.

      Should you and your operator for some reason lose each other on landing, you should meet every Tuesday and Thursday
      in order to regain contact.

h)   Pigeons

      If you wish you may take with you a pigeon by which you can send a message advising us of a safe landing. Pigeons can
      also be sent later to your reception committees. By this method you will be abled to send us long and coded messages or
      even film negatives or printed matter, plans, etc, etc.


i)    Security

      If we have reason to suppose that you have been arrested and that the Germans are working the transmitter we will ask
      you an 'innocent' question. If you are safe you will give us the correct answer, but if we do not receive the correct answer
      we shall presume that you are in enemy hands. for the question and reply, see Annexe
X.


j)    Financial Arrangements

      Your rank on leaving this country will be 2/Lt. and your salary will be credited to your account with the Dutch
      Government.
