Det fortelles at guerillavirksomhet herefter vil ligge utenfor denne avdelings virksomhet. Vi er blitt forelagt en kontrakt til undertegnelse og her er guerillavirksomhet innkludert.
1. Skal guerillavirksomhet ligge under avdelingen i fremtiden, eller ikke, og hvorledes blir det med vaart arbeide?
2. Kjelstruo og Poulsson har ennu ikke undertegnet kontrakten
3. Haugelid og Helberg har gjort det.
4. Som allerede fremholdt av gruppens samtlige medlemmer trenger vi en ganske speciell trening i militaer retning for aa kunde løse vaar opgave. Vi kan ikke kaste bort mere tid. Intet var arrangert for Kjelstrup og Poulsson da de kom hit, Helberg og Haukelid bor paa Glenmore og Forest Lodge - for øieblikket ubeskeftiget. Kjelstrup og Poulsson vil ifølge Major HAMPTON i beste fall komme i trening efter 10-12 dager efter ankomsten. Vi har liten tro paa at den generelle trening for avdelingen paa Aviemore kan bringe noget nytt. Vi kan innrette oss i fjellet, vi kan leve ute, det vi trenger er militaer kunnen. Er det ingen mulighet for aa faa trene ved britiske eller norske haers spcialvaapen - nogen uker ved tanksavdeling eller pioneravdeling.

As you are aware, the department is at present undergoing reorganization.
It is said that guerrilla activity will hereafter fall outside the department’s area of responsibility. We have been presented with a contract for signature, and guerrilla activity is included in it.
Will guerrilla activity fall under the department in the future or not, and how will this affect our work?
Kjelstrup and Poulsson have not yet signed the contract.
Haukelid and Helberg have done so.
As already emphasized by all members of the group, we require quite specialized military training in order to be able to carry out our task. We cannot waste any more time. Nothing had been arranged for Kjelstrup and Poulsson when they arrived here. Helberg and Haukelid are staying at Glenmore and Forest Lodge—currently without duties. According to Major Hampton, Kjelstrup and Poulsson will, at best, begin training 10–12 days after arrival. We have little faith that the general training for the department at Aviemore can provide anything new. We can manage in the mountains, we can live outdoors; what we need is military expertise. Is there no possibility of receiving training with British or Norwegian army special units—some weeks with an armored unit or an engineer unit?
The work we are to carry out is of such great importance that it would be unwise to economize on a solid education while there is still time.

Grouse
You may remember that when Grouse had to be cancelled an attempt was made to continue their specialized training which had been suddenly curtailed owing to the attempt to despatch the party at the ealier date -
5th May.
I explained this position to HAMPTON when he was last in London and I must say he showed himself extremely helpful and keen to arrange, with what local resources might be available, training which they had been waiting for; destruction of tanks, transporting and firing of 3 inch mortars (in connection with the sabotaging of German communications, and thus forming large accumulations of enemy troops and materials which could be destroyed by mortar). Also the destruction of anti-aircraft and coastal guns.
I now hear from the Grouse boys that as yet nothing has been started and I mentioned this fact to HAMPTON on the telephone last night.
I know that you have been doing all you can through the official channels, and I think it is now evident that if we wait for the authorities to act we shall have lost valuable summer months. I t would seem therefore that our only hope would be to approach the local defense units around Aviemore and ask them to allow small parties to visit and study the necessary arts of war. If necessary, could we not from here provide a "conducting officer" to act as the party guide?
I cannot really feel that it is beyond the ingenuity of this large organization to send a few men into the field as guerrilla instructors with at any rate a modicum of practical training in the very first requisities for the type of action in which they are expected to be involved.
I have been told that our Chiefs of Staffs expect our men to seize or neutralize the strong AA defence around RJUKAN and such places. We know our Chiefs of Staff will expect us to try to strike and attack from the rear small coastal batteries along the southern and west Oslofjord. We also know the Germans have collected light tanks in Oslo to use along the roads through Grouse area which is the only alternative route to the Bergen Railway and yet, the men we are sending to this vital area have not been provided with the slightest training in any one of these items.
I feel it thoroughly irresponsible and sloppy of me to send these chaps out on your behalf when I know they are yet completely inadequately trained.

Dear Poulsson, Haukelid and Kjellstrup,
I have received your letter and would like to make the following points in answer to it.
As far as I am aware no one in authority has ever suggested that guerrilla training will no longer form part of the work of the "Ligne Company". I beg you not to listen too trustingly to the many persons who are only too willing to spread rumours, which are usually in no way founded on fact.
You ask how your work will continue in future, to which I can only answer that no reorganization in the training programme at Aviemore should be allowed to have any effect upon the plans which have been approved by the joint Anglo-Norwegian Committee. As far as your area is concerned, I think you know our plans for the immediate future well enough and I can assure you that there is no reason as yet to change them.
I am glad Haukelid and Helberg have signed their new Contract and I am so sorry Kjellstrup and Poulsson have not yet done so. I do not know the reasons which have prevented you from signing it, but I would like to remind you that however much you and I may try to obtain facilities for extra training, we must face the possibility of continued delay, since this little group in which you and I are so interested is only a very small part of the vast army of 2.000.000 men sitting on these islands making exactly the same complaints, all of them, as you are making and all of them anxious to be given something active to do or further active training.
Doesn't it strike you that every weapon which is given to you for training purposes is one less weapon sent into the field against the Germans? This really explains the whole difficulty which we are all facing at the present moment.
I can assure you that the six men who have come to me in the last week and asked to be transferred from the Norwegian Army into the Linge Company have given me exactly the same complaints as you. They claim to be without any facilities for further training. So it seems to me, therefore, that though you may have a week or ten days of fresh interest if you join the norwegain Army and leave the Linge Compagny, you will very soon find yourself in the same position of boredom.
I was very disappointed when I heard, the day before yesyerday, that the training I had asked for on your behalf would take a long while to arrange, but I do believe that it will be arranged. I think those of you who remain in the Linge Compagny will have much more interesting time when your numbers have been reduced, so that each man is definitely wanted for a special job. You, at any rate, know what your jobs are going to be and if you were keen on that work before, I see no reason why you should suddenly get more restless now, just because a re-arrangement of your organization is taking place. At any rate, it seems to me you will be wise to remain where you are until you have given the new organization time to prove itself.
I am hoping to come up in a week or ten days'time and trust I shall see you them Meanwhile, please do your best to help your officers up at Aviemore who, after all, are only out to help you.

Inform Q we will use agreed code message over the BBC to announce dropping by parachute of four men and equipment at agreed place.
We cannor drop them before earliest 22nd August but Q should listen to BBC from that date onwards.

He was sent to Norway by us to prepare for guerilla organizations in Tekemark-Rjukan area.
We have endeavoured for security reasons to maintain the small guerilla organizations we have formed around the country independent of one another and of the central Oslo control which has proved unsafe on several occasions.
We understand that Oslo central organization has hold w that they wish to retain control of the W/T station and guerilla organization to be formed in Telemark.
You will appriciate this involves delicate matter of principale the recurrence of which you will not be in a position to prevent as you suggest.
This matter must be left to the party we are sending to re-inforce w in August.
