Operation Grouse
It is desired to send further men and material for the GROUSE Organization, as follows:
Four men
One wireless set
Four rucksacks
Four pairs skis and ski sticks
Six containers of food and arms.
They should be dropped at the same point as Grouse Organizer, viz. near RJUKAN, approx. 69o north and 10o east. See my memo of 22nd March.
These men will be ready after the25th April 15th May.
It is considered inadvisable that more than one party should be at Station 61 at any one time, since experience during the winter months, when five different Norwegian parties gradually accumulated there, made security as between one Organization and another very difficult indeed to maintain. There it is proposed that if the four RAVEN men have not left by the 25th April, the four GROUSE men should be kept at a convenient spot in or near London and only go down to Station 61 if and when their Operation is "ON" for that night.

GROUSE
During my visit to Thame yesterday, I spoke with Lieut. HEMMEY as you requested and he explained to me the difficulties regarding the GROUSE equipment.
I told HEMMEY that I would het in touch with the RAF authorities and try to have the date of his parachute dropping postponed, in spite of their ruling that they must close down for the summer months as far as operations are concerned in Norway as from the end of April.
They state now, however, that they will be willing to make an effort in early May which could give is time to put GROUSE through a hasty Parachute Course commencing on Saturday 2nd May. In this case it will not be necessary for us to take him away from Thame before the last moment, provided you find it possible, as Lieut. HEMMEY suggested, to get him ready by the 1st May.

Jeg har nu tenkt noie igjennen hvordan arbeidet hjemme bør legges an for mitt vedkommende og hvilket opgaver som stiller sig. Hoveopgaven blir aa oprette et best mulig radiosamband Telemark-England. Har nettop faat et nytt sett av radiostasjonen Mark III med roterende omformer. Stasjonen kan drivers med vanlige bilbatterier, saa jeg ikke er avhengig av lysnettet som jo kan blokkeres naar somst helst. Desverre er omformeren noksaa tung, denveier ca. 15 kg. Den nye modellen med vibrator instedenfor omformer blir sanssynlivis ikke fordig itide.
I have now given careful thought again to how the work at home should be organized in my case, and what tasks present themselves. The main task will be to establish the best possible radio communication between Telemark and England. I have just received a new set of the Mark III radio with a rotary converter. The station can be operated with ordinary car batteries, so I am not dependent on the mains electricity, which can be cut off at any time. Unfortunately, the converter is rather heavy; it weighs about 15 kg. The new model with a vibrator instead of a converter will most likely not be finished in time.

According to the plan, we are to be set down on the Hardangervidda. Men are standing by to receive us and have a cabin at our disposal. For the sake of the station’s security, I will, within a few days after arrival, move to a specific cabin unknown to the instructors; this will be communicated by messenger or at an agreed meeting place.

When I was working at home for Captain Palmstrøm, I was in contact with several experienced telegraph operators. Einar Skinnarland was able to say that these men were still at home and had not been involved in anything. Those whom I personally know and can vouch for as reliable men, I will get in touch with. Some are studying, others have jobs; in any case, they all have at least 14 days’ leave. Arranged, for example, as a cycling trip, they can then travel up into Telemark to a designated place. My intention is to get them into a cabin and then, over the course of about eight days, carry out intensive training in the following: Morse, codes, English correspondence methods, familiarity with our radio stations, secret ink, and some training in stripping and the use of a pistol.
Here at the school I have prepared clear schematics of the radio station types Parasett and Mark III. These drawings will be photographed down to Polyphoto size, so they are easy to conceal. Experienced telegraph operators will quickly form a mental picture of the stations.
During the summer holidays, I believe I will be able to train several fully qualified radio telegraph operators. If, by autumn, equipment can then be sent over, the High Command will have the opportunity to establish stations where they consider it most necessary.

Here in England, it is considered that there is a great danger that the enemy may be able to locate us by direction-finding. With the knowledge I have of radio work on short waves, which we have the opportunity to use, I consider this danger in our district to be extremely small. Everything depends on caution on the part of the operators. I therefore ask the Major to draw the instructors’ particular attention to the fact that the station site must be regarded as a protected area—and that what is to be transmitted and when, how the message is to be formulated, etc., must be decided entirely by the telegraph operator who has received instructions on the best way to do this.

One of the tasks will probably be to find suitable places for the dropping of supplies in the autumn. I therefore request to be given full knowledge of the light signals that must be used to guide the aircraft to drop at the correct location.
I have now received the plan for correspondence with the English stations. It should be manageable without difficulty.
At the station we should have a Tommygun or Stengun and a couple of pistols. Weapons and equipment have been hidden in various places around Rjukan, and the discovery of anything could lead to a systematic search of all cabins. We must therefore be prepared for anything—but I hardly believe this would take place without us learning about it in time. I will also obtain tents and equipment so that we can stay out in the open if the situation should become critical for a period.
