GRU agent "CLEMENT".

Was in charge in 1939 of a Soviet intelligence network in France and Belgian.

Lacking his own communications link in October 1939 with Moscow met Goulooze in Brussels on Moscow's orders, and arranged for Goulooze to transmit his material over Goulooze's information service WT line to Moscow. Material was delivered to Goulooze personally on his visits to Belgian and by couriers to Amsterdam

Circa January 1940 a "stout man from Paris" (? Trepper) supplied Clement with a WT set and operator (? Marakov) and Goulooze's WT service was no longer used by Clement.

Circa May 1940, at the time of the German invasion of the Low-Countries, the stout man left for Paris, apparently taking with him the code which was used for Clement's material. Subsequently, on Moscow's orders, Goulooze supplied Clement with the reserve cypher which he had obtained in Moscow in 1939 and Clement's transmissions were resumed.

In the same year Clement obtained the services of Goulooze's WT technician August van Proosdij to train an operator (? Marakov) in Brussels.
