BROADCAST PROCEDURE.
I.
Broadcast traffic will be transmitted groups once, messages twice at 20w.p.m. The allocation of new groups per plan per broadcast will vary according to the type of plan used. When a particular broadcast plan becomes active, O.C station concerned will be advised by letter of the total groups allowed per plan for the Section to which the plan belongs.

II.
All messages for a particular broadcast plan will be transmitted on two consecutive broadcasts.

III.
Messages will be numbered "en clair" consecutively 1 - 99 and numbering will then begin again at 1. This will be known as the "broadcast number"

IV.
When a message has been transmitted as in II above, it will be considered cleared. It may happen, however, that the Country Section receive information that a message has not been received and if they so desire it, the Country Section may forward through the usual channels, a request for re-transmission of that message. Para VI following deals with action to be taken.

V.
When a new broadcast plan becomes active the first message will transmitted and repeated until it is acknowledged.



Allocation of messages to one broadcast period.

VI.

In the following examples, the terms:
"Old traffic" will refer to messages broadcast once.
"New traffic" will refer to messages to be broadcast for the first time.
"Repeats" will refer to messages to be re-broadcast.

Assume broadcast Commences 1st January.

A. January 1 2 3
After confirmation that broadcast transmissions are being received, not more than the maximum allocation of groups per plan per broadcast will be transmitted.

B. January 4 5 6/1 2 3
"New traffic" (4 5 6) is transmitted first, followed by "Old traffic".

C. January 9 DD 7 8/2/4 5 6
9 of "New traffic" is Priority P and is broadcast first. 2 is repeated upon request from Country Section and is transmitted after "New" and before "Old" traffic on its first re-broadcast.

D. January 10 11 12/9DD 7 8/2
On its second re-broadcast, 2 is transmitted last.

E. January 13 DD/7 8/10 11 12
The Country Section has requested repeat of 7 8 & 9DD. On re-broadcasts, priorities will be disregarded. Not more than two "Repeats" will be included in one allocation, unless there is no new traffic to be broadcast, therefore, 7 & 8 only are re-broadcast.

F. January 14 15/2/13 DD/7 8

!4 and 15 are "New Messages". 9 is re-broadcast for first time. 13DD is "Old traffic" and 7 & * are "repeats" re-broadcasts for the second time.


The rules covering the above examples are as follows:

"New Traffic precedes "Old Traffic".

On first re-broadcast "Repeats follow "New" and precedes "Old Traffic".

Not more than two "Repeats" will be included in any one allocation, unless there is no new traffic to be broadcast.

Priorities will be disregarded on "Repeats".




The O/C Station will be responsible for the allocation of groups per plan broadcast in accordance with para (I) above.

VII.
All messages bearing priority B handed in to HQ Signal Office will be registered in the Broadcast message register and sent immediately to the Station concerned, care being taken to ensure that the loading of Teleprinters is consistent with Broadcast time periods.


VIII.
HQ Signal Office will maintain monthly charts showing the Broadcast numbers of messages allocated to each Broadcast daily. Details of Security traffic will also be shown.



SECURITY TRAFFIC.

IX.
1. In order to protect the security of broadcast plans and to camouflage traffic levels , Security indicators will be allotted to each Broadcast Plan.

2. Security Traffic will be transmitted under Security indicators to non-existent Out Stations.

3. Security Indicators will be brought into operation:

a. When the number of plans active are insufficient to fill the allotted time periods.
b. When the traffic on hand for broadcast plans is insufficient to fill the allotted time periods.

4. Security Indicators will be supplied to O/C Stations for use with Security traffic upon application being made to HQ.
